The Calp City Council has launched a design competition, featuring a jury, to select the best proposals for the redevelopment of Avenida Europa, Calle Portalet, and a section of Avenida Puerto de Santa María, as well as Calle La Niña and Plaza Colón. The competition, announced today (October 6) on the Public Sector Procurement Platform, aims to advance the transformation and improvement of these strategic urban spaces within the municipality.
The call for entries is structured into three independent lots, allowing participating professionals and teams to submit proposals for the various project areas. Lot 1 (Avenida Europa) carries a prize of €20,000; Lot 2 (covering Calle Portalet and the section of Avenida Puerto de Santa María between Calle Murillo and Calle Almendros) has a prize of €10,000; and Lot 3 (Calle La Niña and Plaza Colón) offers a prize of €20,000. The total prize fund for the competition therefore amounts to €50,000.
The goal is to obtain architectural and urban planning proposals that reimagine these public spaces based on criteria such as urban quality, functionality, integration with the surroundings, and sustainability. The jury will consider factors including the suitability of the proposed interventions for the urban context, spatial quality, proposal coherence, originality, and the solutions devised for open spaces.
Significant weight will also be given to the incorporation of bioclimatic criteria, alternative energy sources, and environmental sustainability, as well as initiatives that integrate and enhance leisure, retail, and residential uses. Additionally, proposed solutions for vehicle parking and alternative mobility will be evaluated, alongside the economic feasibility of the planned interventions.
The competition also represents the first step toward the eventual implementation of these projects. The terms and conditions stipulate that the winners of each lot may subsequently be awarded the corresponding service contracts for the preparation of detailed design plans and the technical supervision of the construction work. These plans will serve as the basis for the subsequent tendering process for the redevelopment works.
Proposals will be evaluated anonymously by a jury. To this end, administrative documentation will be kept separate from the technical proposal until the final decision for each lot has been reached, thereby ensuring anonymity throughout the assessment process.
Technical proposals must be submitted on three DIN-A1 panels, accompanied by a digital copy. They must include, among other elements, graphic representations, floor plans, elevations and sections, perspectives, renderings or photomontages, a brief explanatory report, a schedule of areas, and a summary of the estimated budget.
The submission period remains open until 10:00 a.m. on November 11, 2026. Proposals must be delivered to the Procurement Department, located on the first floor of the Calp Town Hall.
With this call for proposals, the Town Hall takes another step forward in planning the renewal and improvement of public spaces across various areas of Calp. It is committed to a process that incorporates professional proposals to create urban spaces that are more functional, sustainable, and integrated into their surroundings. This innovative initiative was developed by the Procurement and Territory departments.
